Question Cossie Hood Vents

I have a few questions about the scoop that is in the picture below:

What type of airflow do these scoops provide. Do the vent hot air from under the hood into the outside air? Or, do they force cold air from the outside into the underhood area?

These vents were more for venting hot air out of the engine bay which is generated by the turbo.In reality i think that it was for looks but did serve a purpose.The Cossie Sierra i had did not have them as it was of a model that had them deleted.The 4x4 model in the later model's put them back in.These were rear drive then fulltime 4x4 in later models.They ran an air to air intercooler for the turbo which was cooled through the grill area at the front along with the radiator.
