Ford Escort 1996 not starting on

Haya,
I own 1.6 Ford Escort 1996/automatic. Today, I tried to turn it on, but it did not start . The control panel turns on but there is no ignition. I do not know what is wrong with it. I tried to charge its battery but that did not change anything. A mechnician changed its motor starter, but no use.
I have noticed that there is a label in the car that says:
"This vehicle is equiped with a fuel pump shut-off switch. If the switch is inadvertently activated the vehicle will fail to start ot it may stall. Refer to the Owner's Guide for location and reset intructions"

I do not know if what is happened to my car is what is written on this label. I even do not have the owners guide ....

Can Anyone of you help me...I really need it.

That switch only cuts the fuel pump, engine should still turn over. Have you tried in neutral? Possible inhibitor concern.
