confused no fuel

I have a 95 ford escort which seems not to be getting fuel to the engine. (Yes it has gas in it). There is a lilttle hose connected to this thing and i took it off and no gas come out of it...even when cranking the engine. I know gas should come out of this hose, cuz i filled it up one time and started losing fuel rapidly, i looked under the hood and gas was shooting out of it, (the hose). I've pushed the inertia switch, still nothing. i purchased a new fuel pump, but hear to differant stories on where this thing goes...1-inside gas tank...2-under back seat. I've tryed to take off back seat and cant get it off. Yes I am woman...maybe that's why I cant figure this thing out...Please can you help me.

You really need to check if the pump is actually getting a live feed from the relay before going for a new pump. On the UK model, the pump is located in the tank which is below the rear seat, behind a firewall/ floor section. Tank needs to come out to replace the pump.

could also be the tdc sensor if it has one
if that isn't getting a signal, then the fuel pump relay wont trigger and it wont spark. check to see if the plugs are sparking
