Ok, lets try something simple. Put it in neutral. With you foot off the brake have someone push the car backwards. If it still won't move or does the same thing it's most likely a brake issue. If it rolls freely, put it in drive and see if it goes forward. If it clunks like when trying reverse then you have low fluid. But then again, if it's that low it wouldn't go very far, intermitently loosing drive. You would also see spots on the ground under where the car sits.
