TSB 06-2-11 deals with this. You have to replace the seat cushion heater pad, and re-route the harness for it.

FORD:
2005-2006 Five Hundred, Freestyle
MERCURY:
2005-2006 Montego
ISSUE
Some 2005-2006 Freestyle, Five Hundred, and Montego vehicles built through 11/22/2005 may exhibit a non-functioning heated driver's seat. This may be due to seat cushion heater harness becoming trapped between the track torsion bar and the cushion when the seat is in the rear tilt full down position. This may cause the solder joint at the seat heating pad to separate.
ACTION
Replace seat pad with new part and reposition harness. Refer to the Service Procedure.
SERVICE PROCEDURE
1. Refer to Workshop Manual, Section 501-10 Front Seat Cushion Cover for removal and installation instructions.

2. During installation route heater harness away from torsion bar function zone and fastened to 11 way harness near finger bracket. (Figure 1)
