Radiator support panel repairs

I am currently repainting my XW Fairmont and have found the radiator support panel (TIE BAR) is rusted. I know this is a common fault with this model, just want some info on how to change it without causing any damage to the way it drives. Is this task better left to an panel beater?

Thanks
