heater question??

Hello again,

I have no idea why this valve is there. The heater was on during my test ride and the car got nice and toasty warm, with no hot water or steam inside the car. Why would someone put a valve to turn off the hot water to the heater if it doesn't look like the heater leaks??? I'm confused, and my Dad doesn't know why either.

REALLY strange, this weird valve??????
