If an auto remove the mechanism and replace with a cable .

Make first adjustment while engine is cold, let it warm up and make sure choke fully opens. To adjust... loosen screws and change the settings. Make sure all linkages and springs are connected and move freely.
Hard to beat the cable for manual operation. (as atec77 suggested)

if its an auto .when the engine is warm but not running,put a 3/8 drill bit between the choke butterfly and body.turn automatic choke adjustment until choke is closed tight against the drill bit. make sure tungsten coil isnt broken somewhere. make sure the heat tube (choke stove) from the exhaust manifold is connected to breather intake .
