Sometimes they use a urethane glue (they did with a car I had a kit put on), as it is very strong. If you hit something, the urethate holds it to the panel and lets the fiberglass crack. If they have, its easier all round to get another bumper.
I've used fishing line to remove badges and stuff, as it didn't mark the paint. But that might work if they used silastic. Not if they used the urethane stuff.
