you should be able to sand back all the bad areas, thinners will help to clean it up... There is special bumper primer undercoat to use for painting plastics, also is a good idea to use wax and grease remover.........

Remember - the cleaner the better ..........

Use a high powered water cleaner/sprayer to rip off any loose paint then sand and paint the bar like normal.
