94 crown vic - thinking cap time

here's the symptoms.........

starter spins regular speed, but does not start. fuel pump does not
come on.

both fuel fuses in passanger side fuse panel on good and have voltage.

fuel pump relay on driver's side is good.

fuel emergency cutoff is good.

no power to fuel pump.

can hot wire power to fuel pump and it does operate.

engine still spins, but does not even try to start with fuel pump
hotwired.

ideas????

Have you checked ignition at all? If memory serves, the PCM won't energize
the fuel pump if there is no spark.

Does it have a security system?

If som maybe hit the reset button in it or be sure you have the properly
coded key.

check trhe crank sensor

does it register RPM ??on tack if equipped
