On an '02 Taurus, will the low battery dashboard light go ON if the key
is turned to "Accesory" and the radio has already spent the car battery
to the point where it's charge is dangerously low?

I think the key has to be on the "on" position for the light to work at all.

No.
The "battery" light is triggered by low alternator output. It actually has nothing
to do with actual battery voltage and is inoperative when the ignition switch is in
the Accessory position.
