Is this a dealer thing, or any auto paint shop?

Some assbag scuffed my front bumper on the new 04.... :(

It's only about 2" long, but it scraped the paint off down to the grey.

Guess she's not new anymore.

The dealer. Last time I bought one, it was about $6 and matched
perfectly. I can't see any reason to try getting cheaper it elsewhere.
