Somehow the Mexicans changed the rules about buying property near the beach.
Some guy was trying to get me to go to a seminar about it. Some years back I
was looking at property near Rocky Point. Figured it was the only place
close enough to go to for a weekend. At that time property was inexpensive
but you had to put it in some kind of trust, you could never actually own
it.

My old record holding 69 Nova is now racing in Mexico.

I checked this out last night. The rules were changed in '97. This
page gives the skinny:

My friend that moved there went to Cabo San Lucas, not Cancun as I
thought. Once I checked the map and saw Cabo in the south of Baja, I
remembered.

If you read that page, you'll see it only deals with foreign buyers.
He went down in '87, and I think his game plan was to become an actual
Mexican citizen. I don't know what that entails presently, but that's
the way I would do it, too, if I were to bail. I may call a couple of
the real estate co's down there and query the price of homes just
outside of the tourist areas. Maybe I can get them to check the local
directory for my friend's name, unless I can find one online.
