how many miles should the spark plugs be changed
are there any special tools needed

Check your ownner's manual, it should say either
60k miles or 100k miles depending on whether you're
following the severe schedule or not.

Word of caution on that vintage 5.4L: Some had a problem
blowing the plugs out. This is more common after the plugs
are replaced. Make sure you use a good torque wrench and do
not exceed the specs just for good measure.
