electical problems

I have a Ford Mondeo 1996/7 (P reg.) 1.8 Zetec Hatchback. i am trying to fit a new stereo in my car but i have no power to the stereo or the cigar lighter i have checked the fuses but none appear blown the stereo had power a few weeks ago when i bought the car
The wipers front and back and the washers plus washers will stop working every so often then start again later.
Yesterday in torrential rain on the motorway they stopped suddenly. I managed to pull off and stop in a lay-by. Checked fuses and nothing is blown. Drove on during a non raining spell to McDonalds, got food and ate in car.
Upon leaving I tried the wipers and they worked fine and didn't stop again.
This also happened a few weeks ago after heavy frost, first thing in the morning on way to work then started working later in the morning.
also occasionally the heater switches itself off and on repeatedly
Any ideas please
