Instrument panel lights and courtesy lights inop on 95 Contour

Hey guys (and gals),
I'm looking at a 1995 Contour, 2.0/auto for my daughter. It only has 73K on it, and I know the owner (his aunt bought it new). The big problem I've noticed in the lack of dash lights. They don't work, and neither do the courtesy lights. The dome light only works in the "manual" position, and not the "12 sec" position. There are no warning chimes when the key is in the ignition or when it is starting. Am I correct when I assume the "Central Timer Module" is bad?
Are they the same for several years, or are they different?
The other problem is the heater/air conditioning selector mode switch does not change from "vent" to "floor" to "def"... it is always blowing on DEF no matter where the knob is pointing (except for "off"... THAT works)... is it vacuum operated? I've not dug into the dash... yet...
Any and all help is appreciated.
I don't fit in the car at all, but I'm hoping she'll like it enough to want to trade me her 82 F150... after all, what's an 18 year ld girl need a full size truck for?

Look into the Central Timer Module. Its on the bottom of the fuse board under the steering wheel. Take it out and if it looks corroded you may need a new one. 60 bucks from your dealer.
