I get No fuel or spark,When I plug in my hand held OBD2 scanner, I get a no link message.Is the pcm bad or can there be a wiring problem?I tested some power leads to the pcm,they seem to check out

What is the vehicle? You can go to the autozone website and get the wiring diagrams, How about the fuses and ignition switch?

2000 contour have power to relay. did more testing on power to pcm,tested pins on pcm plugin switch on
29-dead GN/BK
40-dead GN/BK
41-dead GN/BU
55-good RD (switch off constant power)
71-good GN/YE
90-good YE
92-dead GN/RD
97-good GN/YE
Could it be fuseable links ? if so i can only find 1 and it was good

Those wires are powerd by the PCM power relay. In the battery box, fuse 11 triggers it and then fuse 41 feeds power to those wires.
