I have around $400 and am wondering what to do to my engine that will be the most effective in terms of power, also i have just baught a larger intercooler and am introsted in where i can get it installed cheap.

Unfortunately, very few people read this setion. I'm one of them and i can't really help you that much. To find out where it could be installed cheap we first need to know what city/area you're located.
As for the $400 that may not get you very far. Most people would do exhaust and extractors first, but seeing as you have a turbo, looks like extractors are out unless you want to spend a bit more for a decent turbo manifold. Other things to do could be some sort of intake mods- bigger piping or a bigger/better air filter. It's up to you, but there isn't a great deal that can be done with $400 unfortunately.
