I'm trying to get an emissions inspection done on my car but i cannot get the readiness monitor for the catalyst to complete

1996 ford thunderbird 4.6L

ford says to do this for the drive cycle to complete:

Catalyst- Drive in stop and go traffic conditions. Include five different constant cruise speeds, ranging from 40 to 72 Km/h (25 to 45 MPH) over a 10 minute period.

does this mean 5 different cruise speeds for 10 minutes each....totalling 50 minutes or all of those cruise speeds combined for 10 minutes.

I drove 25-45 for over an hour and my innova 3100 scan tool is still showing the catalyst incomplete.

how can i get the catalyst monitor ready?
