It certainly looks like a Ford Capri series II with a new nose grafted on. A side shot pic would help. Edit - But no for a Capri the side crease mark line is wrong - it should run across the top of the front wheel arch rather than discontinue at that point.
I was thinking Capri too at first glance but those windows are waaaay too deep. (tall) Going by the surrounding cars I'd say it's out of an old Eastern Bloc country, whadda we call those joints these days? Definately Eastern Europe, prolly late 70's early 80's is all I can add.
