Despite the title, if you read what's being allegedly said/done: They are doing more than just watching your camera.
They have
root access (God mode).
They can access any data on the phone. Send/Receive any data as well (impersonating you).

If you've ever sent your personal details to another person (phone number, name, e-mail address, etc): Then said 'hacker' would potentially have open access to it.
