Model T engine won't turn over

My friend has a model t and the engine won't turn over. I am trying to talk him into selling me just the engine, carb, distributor, fan. So what do you think I should pay for this engine? I know as cheap as possible.

If I buy it I am planning on a complete engine tear down to determine it's condition. I don't even know if the block is cracked from freezing. I suppose the radiator is shot also.

I haven't thought about asking for the clutch & trans. I don't know anything about model t and am just doing this as a hobby.

You say it won't turn over, as in seized? Too many variable here. If it's seized, I'd try to break it free first before making an estimation, otherwise it's probably worth around 6 cents a pound.

Ever notice that there's so many high performance parts available for GM products?

Did you ever think that maybe they NEED them?

yes, as in seized. so it's worth junk price in current condition. that is all i need to know.
