2008 Mercury Mariner blower motor stuck on high even w/ new resister pack

We have a 2008 Mercury Mariner V6. The blower motor is tuck on high. We checked refrigerant levels, changed relay, changed resistor pack. It is still stuck on high. You can change the temp and change where it the air comes out but not the fan speed. It will also not turn off.
Any other suggestions would be greatly appreciated. My next thought was the control panel itself.
