check your grounding points. Make sure they are clean etc.
Also if at all possible try and get a common grounding point, for example if it is possible try and run a grounding cable back to the negative battery terminal and see if it still makes noise. Otherwise try and get a noise isolation loop going over the alternator as well as the noise filter.

Thanks,
Brett

you may have your power lead to the amp twisted around with your audio control cable from the head unit (and/or speaker cables). make sure they are separated! and the problem will go away. The noise your hearing is coming from that power cable.... just check it out

This is the worst problem to encounter

It could be :-
1. Bad Negative Ground Loop
solution - reroute your negative to another point
2. RCA Noise
solution - get a noise stopper to run in line with rca
3. RCA Noise 2
solution - route RCA leads away from power cables/Cars ECM
4. ECM interference
solution - route all cables away from the ecm

If any power cables must cross RCA/Speaker etc then do so at 90degree angles

I forgot to mention that it can be the amplifier cause cheap amps give cheap sounds
