A clutch fan is engaged at low speed and will disengage at higher RPM's. The idea is that airflow takes over for the fan as the vehicle speed increases. That being the case, there is less demand for engine power to turn the fan hence a miniscule gain in power. If a clutch fan provides more cooling, it would have to do it by having more or greater pitched blades.
