Does anyone know of any code cheap code scanners? I was looking at the Actron CP9125. Would this give all the codes?

Also, I have a 94 Thunderbird which I think is ODB 2. 96 was when it became standard but I thought I read somewhere that the Thunderbirds years 94 and 95 and a couple other Ford models where ODB 2.
