My 2001 Grand Marquis LS premium has the problem described; it was like that since I purchased it; besides checking on fuses and relays related to cruise control function what would be the next step I could go into? I mean fuses and relays are fine.
Please advise.

Is your cruise/speed control vacuum operated? Mine went out on my wagon and it turned out to be a dry-rotted vacuum line under the hood.
