From memory EDFPV-6, The world drivers champion always gets number 1 and his team mate number 2. Then the rest of the numbers are based on the constructors championship results. This is why the Williams drivers get numbers 3 and 4, McLaren 5 and 6 and Renault 7 and 8. (As Williams came second in the constructors championship, then McLaren, then Renault).

If last years world drivers champion isn't racing there is no number 1. This is the reason why Damon Hill was number 0 in 1994 as Alain Prost had retired after winning the championship in 1993.

Also, the teams decide which driver gets which number. It is not based off the previous championship standings - although it usally does fall this way. This is why Trulli can get number 7 and Alonso number 8.
