I had this problem, exactly as you describe.
First, you can find out about your car's recall history by supplying your VIN to a Ford dealer. I have never heard of the recalls you describe, but I only know about the 1993 recalls.
Recently I purchased a Cobra intake and when I had it installed the mechanic found a dry-rotted totally worn vacuum hose that lives under the intake and connects to other vac lines behind the intake. We replaced it and the "hunting" idle stopped. Have your car vacuum tested, I think 16" is what you need. Also, make sure the metal mesh screen under the pcv valve is new and not the gunked-up original. Just because you replaced your TPS, doesnt mean it's set correctly - shoot for .99 .
Pick up a code reader from Sears for $35 and check for codes. I ended up needing a BAP sensor! If you have an exposed conical K&N, you are getting "fan wash" and that is confusing your MAF and screwing up your idle.
