I am fitting a new front bumper (xc) and found this,shouldn't the holes all line up to the bolt on the bracket?

Mine do. The guard is fairly springy there maybe move it around to line up????? You do mean that short bracket?? It's hard to tell in the pic.I haven't used the rubber on mine but.

on both sides the rubber lines up but the metal bracket is about 15mm short
