What year model did Ford start putting OBD2 connectors on vehicles! Did they start using them across all models/engines at the same time?

All Fords had obd2 in 96 and beyond. It was federally mandated. Some models had obd2 before 96 though, like the mustang with the 3.8 motor from 94.

Thanks for these replies. This goes along with what a guy told me that was working at a Ford Dealership in the '90s. He said that some vehicles had the plugs but it didn't mean they'd be fully functional. Wouldn't work at all with new readers available today. He said Ford offered a reader to the dealers for sale but most didn't buy it back then as it was expensive and would not really tell you much.
