Recall on Horns?

Anybody else having problem with making BOTH horns honk on these 92 up Crown Vic's? I have to replace the HI tone horn on nearly every one I find to make it pass state inspection. If anything needed to be recalled it would be the horn, especially with the way people drive these days!
