According to my scanner my Ford Explorer 2001 4.0L is reaching a max ETC sensor temperature of 149 degrees.
I checked the ETC scanner reading at a cold start with outside air temp at 39 degrees and my scanner read 36 degrees so it seems like the ETC is accurate.
I watched the temp. rise slowly and steady but it never passed 149 - 150 degrees.
Engine seems to run fine but I can't pass emmissions because my Oxygen sensor are in a not ready state which I suspect is because the PCM thinks engine is not warmed up.
Thermostat check by mechanic says it is not stuck open.
engine RPM at idle is 658 which seems ok
Any suggestions?

Take out the coolant temp sensor and submerge the sensor portion in a pot of hot water and check the resistance. A lot of times they will read fine cold but not hot.

As for the o2 sensors not being ready was the battery unplugged recently? Most likely the two are not related.

If in doubt , change the sensor , for all they cost . Unless your mechanic removed and tested the thermostat , never assume it's not sticking or faulty . Idle speed seems a tad low .
