My mom's 98 Taurus twin cam doesn't slow down when you let up off the throttle - is there anything that can be done to change this?
Is there anything that can be done to improve the handling without piling on a bunch of aftermarket parts?

On the handling....

Tires would be the most important. A good set of low profile rubber will increase handling. After that look into a simple rear swaybar upgrade. The stock one on the SHO from 1998 is 19mm. If its the same one in the Non-SHO taurii from 1998 then upgrading to a 26mm swaybar for about $150 would be a good buy.

Not sure on the throttle problem...sorry.

I have a 1998 Taurus SE 24 Valve that had the same type of problem you described. As I have been back and forth with a couple dealerships to cure a performance issue, one of the latest service bulletins related to the computer programming cured the problem you described, unfortunately not the issue I have.

You may want to contact a nearby dealership and see if there is a recall or service bulletin for the problem you described. I was not charged for this bulletin, although this was also performed during a follow-up visit to the injector cleaning that did not cure my problem.
