2002 Ford Focus not entering programming mode

2002 Ford Focus Sport Van 1.8 TDCi

When i bought the car it came with only one 3 button key fob. The fob works, but the remote doesn't lock/unlock the doors. I followed the 4 times 0 to ignition method to the letter quite few times and have not succeeded in getting it to enter program mode.

Today i went to my local car locksmith for a new key, and i bought a brand new flip key, and it worked like a charm in terms of starting the car and unlocking it on the door. Tried to enter on programming mode with it, got no luck.

By the way, i saw him try like 4 more methods like the 8 time 0 to ignition, locking the door, door open and some more and i was told by the locksmith that the central locking is working fine since when you lock the car on the door it works like it should and the problem might be as simple as a fuse, the key receiver on the car or some type of module that i assume it is around the passenger area as he pointed out to it while telling me.

And it has a alarm installed.

I want your help guys. How can i diagnose the problem?

The following is the procedure from the workshop manual for the MK1

A maximum of four remote transmitters can be programmed to the vehicle. Programming must be done at the same time for all the remote transmitters.

Before entering the remote transmitter programming mode, make sure that the vehicle battery is fully charged and that the anti-theft system is not armed or triggered (if equipped).

1.Close all doors to make sure conflicting chimes do not sound during programming.

2.Turn the ignition switch from position I to position II four times within six seconds.

3.Turn the ignition switch to position 0.

4.A chime will sound and an LED will illuminate to indicate that the learning mode has been accessed and it is possible to program remote transmitters.

5.Within 10 seconds of the previous step, press any button on the remote transmitter being programmed until a chime is heard and the LED flashes. This indicates a new transmitter code has been successfully received.

6.After each successful remote transmitter programming another 10 second learning mode is automatically entered up to a maximum of four times.

7.To program additional remote transmitters repeat step 5.

8.The system will exit the learning mode if the ignition switch is turned to position III, no new remote transmitter is programmed during the 10 seconds or if four remote transmitters have been programmed.

An incorrect programming procedure does not affect the stored codes.

After successful programming, only the new programmed remote transmitters will be accepted.

Update: We completely removed the alarm since it wasn't working anyway and even switched the GEM module for a spare one since we have 2 Ford Focus MK1 for parts.

I know my GEM Module it's doing its thing because when i changed to the other one, everything that was working before is working fine.

Still no luck. I am running out of ideas.

I had already checked all the fuses and they are all fine, but thank you though.

Going back a little bit. Could it be the cluster? When i bought it i noticed it is a 7K rpm cluster and i know it's not the original one because i got the records of all the inspections the car has ever done and in 2017 the car had 275k km and now it has 246k km so i know the cluster is not from there. Maybe the cluster connection wasn't the same and and some pins were left unconnected.

At this point, i am almost quitting. I am out of ideas and no one seems to know what is the problem.
